Search that question and you get a wall of pages all saying the same comfortable thing, and almost every one of them sells water filters. Nobody tells you the part that costs you money: the water Dubai delivers to your building is not the water that comes out of your tap. Between the two sits a tank on your roof or in your basement that somebody is legally responsible for cleaning, and that somebody is usually not doing it. Here is what the actual research found, what the law actually says, and how to tell in an afternoon whether your building is the problem.
Can you drink tap water in Dubai?
Yes, Dubai tap water is treated to drinking standard at the point it is supplied, and Dubai regulates it as drinking water. The question that matters is not whether Dubai's water is safe when it leaves the network. The question is whether Dubai's water is still safe after it has sat in your building's storage tank.
Almost every residential building in Dubai stores water on site before it reaches your flat. Your building's tank is the point where treated water stops being the network's responsibility and becomes the building owner's responsibility. Dubai Municipality writes rules for exactly this reason.
Why do so many Dubai residents refuse to drink it?
Most Dubai households buy bottled water out of habit, taste and doubt about the building's tank. A 2026 systematic review published in BMC Public Health looked at this directly and concluded that quality problems reported in UAE tap water "point out the weaknesses in the distribution system" rather than in the supply itself.
The BMC Public Health review followed PRISMA 2020 methodology and included 14 studies from four of the seven Emirates. Six of those studies tested tap water, seven tested bottled water and one tested both. The review is the most complete published picture of UAE drinking water quality available, and it is cited by none of the pages currently ranking for this question.
What did researchers find in Dubai water tanks?
The single clearest Dubai finding in that review is a study of household water tanks in Dubai. The table below sets out what the reviewed studies reported, by parameter.
The honest reading of the whole table is mixed rather than alarming. One 2021 Sharjah study found samples completely free of total and faecal coliforms. The pattern across the studies is that stored water is inconsistent, and that the inconsistency tracks how well the tank is maintained.
Does Dubai have hard water?
Dubai does not have hard water, and this is one of the most repeated errors about living in the UAE. Measured UAE municipal supply falls between roughly 13 and 112 mg/L of calcium carbonate. On the standard scale, 0 to 60 mg/L is soft, 61 to 120 is moderately hard and 121 to 180 is hard. Dubai-type supply sits in the soft to moderately hard range, and no sampled site landed in the hard band.
The 2026 systematic review independently supports this: it reports hardness below recommended levels in some UAE samples, which is the opposite of a hard water problem.
What does Dubai Municipality require building owners to do?
Dubai Municipality sets the tank duties in technical guideline DM-HSD-GU17-DW2, covering the quality of unbottled drinking water. Clause 8-3 states that "all water tanks should be emptied, cleaned, and disinfected with 50 mg/L of chlorine at least twice a year". The table below lists the recurring duties and how often Dubai Municipality asks for each one.
Two things follow from that table. The first is that six months is a floor, not a target. The second is that a tank opened twice a year and never looked at in between is not compliant in Dubai even if both cleans happen on schedule, because the monthly interior inspection and the weekly visual check are separate duties.
What happens if a Dubai building ignores the tank rule?

How can you tell if your building's tank is the problem?
You can settle this in an afternoon without testing anything yourself. Work through the checklist below in order, because each step tells you whether the next one is worth doing.
- When was the tank last emptied, cleaned and disinfected? Ask for the date, not the year.
- Which Dubai Municipality-approved company did it? An approved company can be named.
- Can I see the laboratory test report from the accredited lab? The guideline asks for a test every six months.
- When was the tank interior last inspected? Inspecting the interior is a monthly duty in Dubai, separate from the clean.
- Is there a written water safety plan for the building, and who is named as responsible?
If the answer to the first question is a shrug, you have learned what you needed to know. In a Dubai building that cannot produce a cleaning date or a lab report, the tank is the most likely explanation for cloudy water, a chlorine smell or an off taste, and it is the thing to fix before spending on anything else.
Should you buy a water filter or clean the tank?
A tank clean and a water filter are not competing options, and they do not solve the same problem. The comparison below sets out what each one actually does in a Dubai home.
The 2026 systematic review is explicit about the order. Its recommended measures to reduce tap water contamination to a safe level are "regular cleaning and maintenance of household water tanks, or even restructuring the drinking water distribution system". A filter is not in that sentence. Clean the tank first, then decide whether you still want a filter for taste.
Getting the tank done without getting overcharged
Water tank cleaning in Dubai is a job where the quote and the work vary far more than the price does. The clean Dubai Municipality describes is a full empty, scrub and disinfection at 50 mg/L of chlorine, followed by a lab test a week later, carried out by a Dubai Municipality-approved company. A cheaper visit that skips the disinfection or the test is not the same job, and it does not make your building compliant.
So ask for three things before you accept any quote in Dubai: the company's Dubai Municipality approval, the chlorine concentration they will disinfect at, and whether the laboratory test one week later is included or billed separately.
