Here is the uncomfortable part. You have never seen the inside of your own water tank. Nobody has. Your tank sits on a roof through an Abu Dhabi summer, or buried under the driveway, and every glass of water you drink, every pot of rice you cook and every bath you run has passed through it. When a cleaning company finally opens the hatch, you are not in a position to argue about what they found or what they charge — and they know it.
So most Abu Dhabi homeowners do one of two things. Most pay whatever the first quote says, or skip the job for years because nobody has ever told them what the rule actually is. Both are expensive. The rest of this guide gives you the price range, the minimum frequency straight out of the regulator’s own document, and the seven-point checklist to run against any quote before you let anyone near your tank.
How much does water tank cleaning cost in Abu Dhabi?
Abu Dhabi water tank cleaning is priced per tank, not per hour, and the figure moves with capacity, tank material, roof or ground position, and how much sludge has built up since the last clean. An asking price is where a company opens the conversation, not where the job necessarily settles after a site inspection. No figure here is estimated.
How often does Abu Dhabi’s Code of Practice require water tank cleaning?
Abu Dhabi sets a minimum cleaning and disinfection frequency by tank material and tank position, published by the Department of Energy in its Code of Practice for the Inspection and Cleaning of Customer Water Storage Tanks (First Edition, revision 1.0, January 2015). Table 5.1.1 of that Code, reproduced below, is the rule that applies to residential and commercial buildings across the Emirate of Abu Dhabi.
Read the roof column. Every roof tank in Abu Dhabi — concrete, plastic, FRP, GRP and galvanised — carries the same minimum: once a year. The twice-a-year setting, which the Code writes as “Bi-annually”, applies only to concrete tanks underground or at ground level and to GRP tanks at ground level. The Code does not explain the split. What it does elsewhere is treat ground and underground tanks as the higher-risk category: clause 5.4.1 requires RCC underground tanks, ground tanks and every tank over 100 m³ to be water-tested “without exception”.
The Code is a 2015 document, and homeowners reasonably ask whether it still governs. The 2015 Code still governs, and the regulator says so in writing. The Department of Energy’s Guide to the Water Supply Regulations (document DoE/PD/P04/009, effective 1 January 2024) states at clause 4.11.1 that tanks “are subject to cleaning and inspection frequency and procedures as stipulated in the Code of Practice for the Inspection and Cleaning of Customer Water Storage Tanks.” The 2024 regulation points straight back at the 2015 table.
Why do Abu Dhabi cleaning companies say every six months?
Almost every Abu Dhabi cleaning company gives the same advice: clean it every six months. One writes that a tank “should be cleaned at least once every six months, according to industry standards.” Another states, “We always recommend getting your water tank cleaned every 6 months.” A third writes that tanks are “recommended to be cleaned at least twice a year.”
Not one of those three sentences cites the Code of Practice, and none distinguishes a roof tank from a ground tank. For the Abu Dhabi villa or apartment with a rooftop tank — the most common set-up in the Emirate — six months is double the minimum the regulator sets, so the household pays that AED 300–900 twice a year instead of once. A second annual clean is a defensible choice for a heavily used tank in a dusty year. Selling it as the Abu Dhabi requirement is the part that is wrong.
The likeliest explanation is Dubai. Dubai Municipality’s clause 8-3 requires every drinking water tank emptied, cleaned and disinfected at least twice a year, and most of these companies sell across both emirates. One Abu Dhabi page even splits by material — concrete every three to six months, sealed plastic once a year — closer to the Code than its own headline six-month line.
Who pays for water tank cleaning in Abu Dhabi, the owner or the tenant?
The Code of Practice puts the duty on the “Responsible Person”, which it defines as “the owner or the person who assumes responsibility for the installation of the Customer Water Storage Tank or Water Fitting including Registered Building Owners, Managers or Agents.” Clause 1.3.1 applies the Code to registered building owners, managers and agents engaged to maintain building plumbing systems and tanks in the Emirate of Abu Dhabi. Tenants are not named as the responsible party.
In practice that means the landlord, the owners’ association or the building’s facilities manager carries the obligation for an Abu Dhabi apartment block, and the villa owner carries it for a villa. A tenancy contract can still allocate the cost commercially — plenty of Abu Dhabi villa leases push routine maintenance onto the tenant — so read the contract before you assume. What a contract cannot do is move the regulatory duty off the owner.
Does a water tank cleaning company in Abu Dhabi need Dubai Municipality approval?
No. Dubai Municipality has no jurisdiction in the Emirate of Abu Dhabi, and a Dubai Municipality approval means nothing for a tank in Khalifa City, Al Reef, Yas Island, Mussafah or Al Ain. The claim still circulates: one UAE business directory advertises, in its search-result description, “the list of Dubai municipality-approved water tank cleaning companies in Abu Dhabi.” Two different emirates, two different regulators, one sentence.
Abu Dhabi runs its own pre-qualification route instead. Appendix C of the Code of Practice requires a company doing this work to be licensed with the Abu Dhabi Economic Department for water quality sampling, building plumbing or tank cleaning, and to show three years of demonstrated experience in inspecting, sampling, cleaning or disinfecting customer water storage tanks in the Emirate of Abu Dhabi. The relevant authority then publishes a list of approved companies and the municipalities audit them. Ask for the Abu Dhabi licence, not a Dubai stamp.
What water quality results should an Abu Dhabi tank cleaning company give you?
A clean without a test result is a photograph of a shiny tank. Table 5.4.1 of the Code of Practice sets the five parameters an Abu Dhabi water sample is tested against and the limit for each — four of them zero-tolerance, and total residual chlorine as a band the result must sit inside.
Two timings in the Code are worth knowing before you need them. If a water test comes back non-compliant, the Responsible Person must notify residents that the water is unfit for use within two hours of receiving the result, and must engage an approved company to re-clean and disinfect within 48 hours. Sampling and testing must be done by a third-party accredited testing company licensed in Abu Dhabi — not by the same firm that did the cleaning.

One more Abu Dhabi-specific detail that catches people after the summer. Give every company the same three facts — tank capacity in litres or gallons, tank material, roof or ground — and demand the price in AED against those facts rather than “starting from”.
