Do you need an NOC to renovate a villa in Dubai?

A villa renovation in Dubai needs your master developer’s no-objection certificate before any authority submission is accepted, and the approving authority itself changes with the community. That order is the reverse of a flat, where building management issues a fit-out NOC and most cosmetic work stops there.

A master-developer NOC on a Dubai villa is the written consent of the company that built and still governs your community — Emaar, Nakheel, DAMAC and others — confirming your contractor, your drawings and your working hours are acceptable. It is separate from, and comes before, any government permit.

Which authority approves a villa renovation in Dubai

  • Trakhees approves work on Palm Jumeirah, Al Furjan, Jebel Ali, Discovery Gardens, International City and JVT. Dubai Municipality has no jurisdiction in those communities.
  • Dubai Municipality approves most other Dubai villa communities.
  • The Dubai Development Authority covers the TECOM communities.
  • Your master developer comes first in every one of those cases, not after.

What do villa renovation permits and NOCs cost in Dubai?

What Dubai villa approvals cost is the part almost nobody publishes honestly, so here is what is actually on the record. Of Dubai’s approving authorities, only the Dubai Development Authority publishes a full fee formula.

The only published Dubai permit fees, and who publishes them

  • DDA fit-out permit — AED 0.90 per square foot, minimum AED 200, maximum AED 10,000.
  • DDA building-modification permit — AED 1.00 per square foot of additional built-up area. A Dubai villa extension needs this permit, never a fit-out permit.
  • DDA maintenance permit — AED 1,500.
  • Plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham per transaction on each of the three.

Those are the DDA’s own rates for the communities the DDA governs, not a Dubai-wide tariff. Dubai Municipality publishes no renovation fee schedule on dm.gov.ae, so every DM figure in circulation — including the per-square-foot rate repeated across the market — is second-hand. Master developers do not publish their NOC schedules either: the Emaar schedule relayed by Dubai approvals consultants lists AED 500 to review, AED 1,000 for a minor-works NOC and AED 2,000 for major works. Treat that as second-hand and ask your own community management for the current schedule in writing.

The refundable security deposit a Dubai building or community holds runs AED 2,000–20,000, with villa and external scopes at the high end. It is returned after inspection, it is not a fee, and it belongs nowhere near a renovation total. Extending a villa is a different permit from renovating one: adding built-up area is a building-modification submission priced on the new area, not a fit-out. A Dubai villa renovation company that quotes an extension at fit-out rates has either not read your drawings or is not the one submitting them.

Can you budget a Dubai villa renovation by the square foot?

No — a per-square-foot rate will not budget a Dubai villa renovation, and the companies publishing those rates do not price jobs with them either. Multiply almost any published Dubai per-square-foot villa rate by your villa’s area and you land two to four times above the same company’s own quoted total for a villa that size.

Of the nine pairs that could be checked, eight failed. One Dubai guide multiplies its own mid-range rate across a three-and-a-half-thousand-square-foot villa, then lists a villa of that size at roughly half the answer eight lines further down. Another totals a room-by-room worked example, calls it mid-range, and prints a quick-estimate box on the same page that turns the identical villa into nearly four times the figure it just calculated.

A rate is a marketing number. A villa is priced on scope — how much comes out before anything goes back in, how much of the plumbing, electrics and cooling is replaced rather than reused, and how much of the work sits outside the front door. When a villa renovation company in Dubai answers your first question with a per-square-foot figure, ask it for the scope instead and watch whether the number survives.

What separates a villa renovation company from a general contractor in Dubai
