Here is where the confusion costs you a week. You read that Dubai Municipality clears bulky waste for free, you stack the palm fronds by the gate, and nothing arrives. The gardener who cut them has already been paid and driven off. The pile is now yours — and under Dubai's waste law, so is the liability for it.

Does Dubai Municipality collect garden waste for free?
Dubai Municipality publishes one free household disposal service, listed in its services catalogue as “Dispose of Household Appliances and Furniture” under service code 3006. The catalogue describes it as disposal of bulky waste like furniture and electronics, free, within 3 working days, and states that the service does not include investment zones. Garden cuttings appear nowhere in that description.
There is a real reason so many Dubai residents believe the opposite. In 2014 Dubai Municipality announced a free green waste removal service. Abdul Majeed Saifaie, then Director of the Waste Management Department, was quoted saying that anyone could call the hotline 800900 to use the Municipality's free waste removal services “for either green waste or bulk household waste”. Dubai Municipality made that announcement more than a decade ago.
Searching every waste-related and garden-related entry in the Municipality's current services catalogue returns a permit to obtain agricultural soil, the purchase of horticultural plants, agricultural pest control for home gardens, and a permit to dispose of hazardous, commercial waste and unwanted materials. None of them is a residential green waste collection.
What does Dubai Municipality classify as green waste?
Green waste is a formal category in Dubai, not a loose description. The UAE Government's official portal, u.ae, records that waste in the emirate of Dubai is classified as general waste, green and horticultural waste, construction and demolition waste, liquid waste, and hazardous waste. Garden cuttings sit in the green and horticultural band, entirely separate from the household rubbish in your bin.

Why the classification matters in practice: a stream has its own disposal route and its own charge, so green waste cannot simply be pushed into a general waste bin or mixed into a rubble skip without changing what the load costs to tip.
How do I get rid of large amounts of grass, leaves and branches in Dubai?
Four routes exist for a Dubai villa garden, and the right one depends almost entirely on volume:
- The landscaper takes it. Simplest and usually cheapest, because the crew and the vehicle are already at your gate — but only if haulage is written into the quote.
- A garden waste or junk removal company. Priced per load or per truck, same-day across most of Dubai, sensible for a one-off clearance.
- A skip. Worth it once the volume outgrows a pickup bed, or when the clearance runs over several days.
- Your community management team. Inside a master development, the facilities team often has its own green waste arrangement — ask before you hire anyone.
Garden waste is deceptive stuff to price. Palm fronds, hedge trimmings and branches are bulky and light, so the constraint is the volume of the truck rather than the weight of the load. A single large date palm trimming can fill a pickup bed on its own. Expect quotes expressed per load or per vehicle, and expect the honest ones to ask how big the pile is before naming a figure.
One quirk of Dubai worth knowing: the waste law and the free waste service have different footprints. Law No. 18 of 2024 applies to all areas of the emirate, explicitly including free zones and special development zones. Should my landscaper remove the green waste, or do I arrange it?
Agree it in writing before the first branch is cut. A gardening quote and a clearance quote are not the same job, and the gap between them is where most Dubai garden disputes start. A routine maintenance visit priced per hour or per month normally includes bagging the light clippings it creates. A heavy prune, a tree removal or a full garden clear-out generates a truckload, and moving that truckload is a cost the crew has to absorb or bill.

Where can I find skip services in Dubai?
Skip hire operates across Dubai through private waste management companies, and the sensible test is volume. Below roughly a pickup load, a per-load garden waste collection is usually the cheaper and faster option, because a skip has to be delivered, parked somewhere legal and collected again. Above that, or when a clearance runs across several days, a skip stops the crew making repeat trips.
Placement is the part people forget. A skip standing on a shared road, a pavement or common ground inside a community normally needs permission from the community or facilities management team, and sometimes from the Municipality. Arrange that before the skip is delivered, not after a security guard objects to it.
Keep the garden waste separate from anything else you are throwing out. Mixing green waste into a skip of general rubbish or renovation rubble pushes the whole load into a costlier disposal band, and the operator passes that on.
What does it cost to dispose of garden waste in Dubai?
Dubai publishes what disposal costs in law. Dubai publishes nothing about what a contractor charges you. The gate fee and the contractor's price are two different numbers, and keeping them apart explains the whole pricing picture. The rates below are set by Executive Council Resolution No. 58 of 2017, which approves the fees and fines for waste disposal in the emirate of Dubai, and which remains in force under Law No. 18 of 2024.
Read that table again, because the conclusion is not intuitive: the tip fee is almost nothing. The lowest band — agricultural waste sent to a composting plant — is AED 10.00 per tonne, and the vehicle pays AED 10.00 to enter. Dubai's schedule says agricultural waste rather than green waste, so read that band as where garden cuttings land, not as a quote for your pile. A contractor's price is barely a disposal price at all: you are paying for labour, the vehicle, the permit behind it and the round trip.

Is it illegal to dump garden waste in Dubai?
Yes, and the governing text is recent. Law No. 18 of 2024 Regulating Waste Management in the Emirate of Dubai, issued on 4 September 2024, states at Article 6 that no person may dump, discard, place, spill, discharge or otherwise dispose of any waste in public places, or in places other than those designated for that purpose. A verge, an empty plot and the desert behind the community all fall inside it.
Article 9 of the same law is the one that protects you from a bad hire: no person may conduct any waste management activity without first obtaining a permit from Dubai Municipality. The unmarked pickup offering to clear your garden cheaply may hold no such permit, and a carrier without one has no licensed site to tip at.
Notice where that exposure lands. Enforcement attaches to the property and to the operator, so “the man with the truck said he would handle it” is a thin defence if your branches turn up on a vacant plot. Asking for a permit number takes one message.
